Governance and Ownership

Purpose

This page documents how responsibility and decision authority are assigned within the architecture. This layer exists to ensure that every rule, assumption, and boundary has an accountable owner over the full system lifecycle.

In practice, this is the difference between knowing who must answer when a system fails and discovering after the fact that no one owns the decision.

It defines who owns data qualification rules, structural constraints, retrieval boundaries, explainability requirements, and drift response decisions.

Scope

Includes assignment of ownership for system assumptions, rule changes, data sources, and failure response actions. Excludes organizational charts, staffing models, automation mechanisms, and any assumption that governance can be delegated to the system itself.

Constraints

These constraints prevent diffusion of responsibility, which is a primary cause of long term system degradation.

Notes

Governance failures are frequently misdiagnosed as technical problems. In practice, unclear ownership leads to unreviewed changes, silent scope expansion, and gradual erosion of system credibility.
